7.11: Minutes of Crowle Parish Council Meetingheld Thursday 3 November 2011 at 7.30pm in Crowle Parish Hall

7.11.1 Apologies Councillors Bourn. Gow. Maginnis.

7.11.2 Declaration of Interests.

Mrs Eastwood declared a personal interest in the proposed developments off Church Road.

No other interests declared.

 

The meeting adjourned for Public Comments/ Questions Time;.

a) Proposed that the same parish council comments should be forwarded regarding the latest application for development on land owned by Mr and Mrs Fletcher.

b) The footpath by The White House has been repaired however the road has been left in a bad state – to be reported. Clerk.

c) Large amount of fly tipping has occurred on Sale Green road, reported and has now been removed.

 

7.11.3 No Police report available.

 

7.11.4 Minutes of meeting held 1 September 2011 were approved and accepted.

7.11.5 Progress reports from last meeting.

a) Website update – a meeting of the sub-committee has been held. Ian Rodgers charged with updating the website. A message board is now up and running, it is hoped more parishioners will now use. Ian will incur costs for the update and all his extra work – agreed. Possible sources of extra funding to be pursued. Clerk.

b) CCTV at Parish Hall now operational.

c) No information available re Diamond Jubilee celebrations.

 

7.11 6 LMC Report.

In a written report Mr Maginnis reported:-

a) Ed Garner has been appointed Allotment Liaison Officer. Meeting to be arranged to welcome him to the role and to discuss ongoing concerns about the pedestrian gate.

b) A generous donation of £100 has been made from the proceeds of the Produce Show towards the maintenance/improvement of the Parish Garden. How it is to be used will be discussed at the next Land Management Working Group meeting.

c) Neighbours around theGreen Pool have been advised of the proposal to site a seat at the pool for a trial period. To date there has been no feedback. Cllr Maginnis to investigate the acquisition of a seat. Cllr Maginnis;

d) Parish Councils are able to purchase extra grit bins but they would be responsible for their upkeep. The County Council will continue to replenish existing bins. Agreed not to pursue at this stage.

 

 

7.11.7 FMC Report

a) Problems with grass on field due to dry summer, to seek advice of expert as to the best way forward.

b) Maintenance contract to be reviewed – possibly more of a Groundsman role.

c) Remedial work on trees at edge of playground has been undertaken contractor concerned about the state of two trees, ?need pollarding, expert advice to be sought.

d) Droitwich Junior Football club want to hold tournament on 9 June 2012, 12-5pm. Referred for decision to FMC but PC not in favour.

e) Searchers management working well with booking secretary for hall and field.

f) Storage shed now in place. Drainage not yet completed. Equipment removed from Scout shed.

 

7.11.8 10K – 13 May 2012.

Now on-line goes live for next year on 1 January 2012. Registration and online payment will be available. PayPal charge 25p per transaction. Fees to remain unchanged, however £2 extra to be charged for entry on day.

 

7.11.9 Local Communities Energy Event

Agreed worth investigating feasibility of forming a buying group, initially need some facts of amount of oil used councillors asked to provide amounts used. Proposed once facts established a meeting is held with Boughton Fuel to explore further. Volunteer required to lead group. Councillors.

 

7.11.10 Parish Conference.

Cllr Brett and Mrs Crawford attended conference, unfortunately the meeting was overtaken by councillors asking questions concerning their individual councils. Next meeting to look at Localism Bill in more detail and how it will effect town and parish councils.

7.11.12 Highways.

a) Results have been obtained regarding recent speed monitoring – figures difficult to evaluate. Roy Fullee to be asked to simplify. Clerk.

b) Purchase of grit bins not to be pursued.

 

7.11.13 Formation of Working Group to look at issues arising from Localism Bill, Planning changes, Neighbourhood Plans etc agreed.

a) Mr and Mrs Field have agreed for lights to be hung in their tree.

c) New lights to value of up to £250.00 to be purchased.
