Jubilee Playing Field: Development Decision |

With regard to the report several months ago that the Council was seeking professional advice on the best way to proceed with development of the playing field - whether it would best be by the Council or by the Trust. There are of course a number of important factors in this decision, the need for a lease if the Trust develops it, who will manage it, who will maintain it, and so on. Also important, when considering the relatively high costs involved, is the question of whether or not VAT could be reclaimed on construction work. FDC Rules, OKAt their November meeting, the Parish Council debated a report from the Field Development Committee (FDC) which set out the pros and cons of the Council or the Trust taking the lead and, after looking at all the issues, decided in principle that the Parish Council should take the lead and recommended that the Trust should act in support. The Council also supported a broadening of the FDC’s responsibilities: They will now assume responsibility for all aspects of the development phase, from planning consent through construction and to making arrangements for long term maintenance. During this period, the Council will decide in conjunction with the users, how the various facilities are to be managed and maintained. This decision was put to the following meeting of the Trust and trustees endorsed the Council’s decision. Expect a posting next month on how the FDC relates to the Fund Raising Group (the FRG) and how both relate to the Parish Council and the Trust. |

Fireworks: A Small Reminder |

Planning some fireworks to celebrate the New Year ? Have you thought about the neighbours, or their pets ? Dogs, cats and especially horses can get very upset if frightened - and fireworks unfortunately do tend to have that effect. Please, if you are planning anything likely to affect your neighbours, do let them know in plenty of time, so that they can keep pets in, go out, or do whatever they want. And fireworks up to or around midnight are one thing: in the small hours of the morning they are quite another ! Please - no one wants to spoil the party, but just have some consideration for others while enjoying yourselves. Thanks! |

This year’s Poppy Appeal will run from Saturday 26th October until 11th November. Locally, collectors will call at all houses and collection boxes will be in Crowle Post Office, the school, and The Old Chequers. Last year’s Appeal raised the highest amount yet for the Crowle Branch with a grand total of £1,759, a wonderful improvement from about £1,000 only 3 years ago. Ann Palmer, Crowle’s long-serving postmistress, has just notched up a very crediatable 25 years service in our Post Office. She recently received a certificate to prove it, and any day now she will be presented with an award to mark the occasion. Well done, Ann! And all best wishes for the next 25! |

Jubliee Playing Field : Fund Raising Progress |

Boosted by proceeds from the recent, very successful, Summer Ball, the Playing Field Fund has raised some £9,000 from the seven fund raising events staged in the village. Many, many thanks to everyone who is putting in such a lot of hard work to raise funds and also to the many individuals who have so generously given donations in money or in kind to the cause. Such spontaneous gestures seem to sum up the tremendous sense of camaraderie and village spirit, which has grown in momentum over the last months. The Parish Council and the Hall Trust have promised to add sums of £12,000 and £5,000 respectively from their reserves, and the Trust has offered to add the proceeds from this year’s 100+ Club, a further £1,700: a total of £27,700. It seems likely that the majority of these funds will be used as “match funding” for grants, which are being applied for: many grants will only be awarded for a maximum 50% of a project’s cost and then only when the other 50% has been raised. With other events planned, the fund has a provisional target of £30,000 by the year end. Thanks again, everyone! Fizz Bewley, Fund Raising Group Chairman |

Fireworks |

Everyone expects to see and hear fireworks on (and around) 5th November, but fireworks now seem to be becoming a popular addition to parties at other times. The Parish Council asks anyone who is thinking of having a firework display to be aware that this can be upsetting to neighbours, especially the elderly, as well as to domestic and other animals. There is of course, no law against letting off fireworks, but please do at least let your neighbours know your plans well in advance, so that they can keep their pets indoors or take other appropriate action. |

Jubilee Balloon Race Winners |

The two winning balloons were returned from addresses in Leicestershire, about 5 miles apart and both quite close to Market Harborough.

At their meeting on 5th July, the Parish Council received an offer from Mr Tony Field to be co-opted to fill the vacancy advertised in the July Cryer, and his offer was accepted. |

Playing Field - Overhead Power Lines |

The Parish Council is negotiating for the removal of these power lines which currently cross the playing field. The aim is to get them moved at no cost to the parish which, if successful, would represent a potential saving of around £20,000 - worth fighting for! In the meantime, everyone is reminded of the potential hazard the lines represent. So, no kites or anything similar, please. |

Rubbish Skips |

Parishioners will be aware of some of the problems that have arisen when the public rubbish skips come to Crowle. They are frequently full within a few hours of arrival, rubbish is dumped beside them, prohibited items are put in or outside them, and so on. There have been many reports that “outsiders” have been using “our” skips, and that trade waste is put in what are intended to be for domestic usage.
When the skips result in generation of a mess on the ground (as frequently happens), the Parish Council has to pay for this to be cleared up. The Council has therefore decided to request provision of only one skip in the autumn and one in the spring, both to be located on the usual Froxmere Road site, in an attempt to reduce abuse by outsiders and dumpers of trade waste. If further abuse continues, the Council proposes to discontinue having the skips. P.S. Since the meeting referred to above, Wychavon District Council appear to have decided not to continue with providing skips anyway. The Council awaits official notification from Wychavon and this will be passed on in due course. |

Crowle Bowls Club |

The Club, formed last September, has been well supported by members at both the Monday and Wednesday meetings. On two occasions, the Club has been pleased to show the Venture Scouts aspects of the game. At our August mid-week meeting, a challenge match took place between the Ladies and the Gentlemen. Up to the tea-break, the Gentlemen led by 11 shots to 1. After ample helpings of rich fruit cake, the Gentlemen quickly lost 5 ends in succession. With one end to play, the scores were level at 14 shots apiece. Rallied by Skip Derek Hill, the Gentlemen eventually won by 16 shots to 14, to complete a very enjoyable afternoon. |

Parish Hall Car Park and Gardens |

Use of Car ParkWould all parents please ensure that their children are aware that no unauthorised games or other activities are permitted in the hall car park or gardens. These facilites are provided (and insured) for the use of those who hire the hall - they are not a playground. Please help trustees to observe the terms of the hall insurance. Recreation fieldChildren are welcome to play football or cricket, ride bicycles etc. on the playing field, where the only obvious and major restriction is on kite flying. The latter restriction will continue to apply until such time as the overhead power cables have been moved. Their removal is currently under negotiation and hopefully will be in the not-too-distant future. |

New Editor for the Cryer |

A volunteer has offered to consider taking on the editorship of The Cryer. She is currently looking at and learning to handle the relevant software and assuming that she wants to proceed will start to take on the editorship progressively over the next few months.

Another fine sunny day on 11th may brought out the Car Booters in very encouraging numbers to join in at the Bowls Club's event on the playing field Plenty of refreshments kept booters and customers alike happy, enabling a total of almost £340 to be raised towards the Jubilee Playing Field Fund.
